Environmental Risk Assessment - Municipal Wastewater

In November 2003, the Canadian Council of Ministers of the Environment (CCME) agreed to engage in the development of a Canada-wide Strategy for Municipal Wastewater Effluent (MWWE). The 14 federal, provincial and territorial member jurisdictions are proposing to develop a Canada-wide Strategy for the management of MWWE where the outcome of the process will be an effective, efficient and harmonized management approach for MWWE.

As part of the harmonization process, the Canada-wide Strategy will examine all requirements for MWWE at the municipal, provincial, territorial, and federal levels, and recommend a one-window approach for management. A Development Committee (DC) has been established under CCME to develop a Strategy for the management of MWWE.

The goal of the project is to provide a comprehensive review and analysis of the current approaches to environmental risk assessment with respect to MWWE discharges. The successful contractor will undertake a broad, inter-jurisdictional review and analysis of the current approaches in Canada to assessing environmental risk with respect to MWWE discharges and to note commonalities and differences. Capacity Building Agri-environmental policy - Latin America

Agriculture and Agri-Food Canada’s (AAFC) strategy for agricultural activities with developing countries has identified the provision of capacity building assistance as a priority for action. This strategy outlines activities for collaborating with developing countries to build capacity in key areas including: trade; food safety and food quality; environmentally sustainable production; agricultural policy development; business risk management; and, science and technical exchange.

AAFC has enterred into a multi-year funding arrangement with CIDA, under its Strategic Policy Fund for Agriculture, to conduct “International Capacity Building Activities” for the purpose of “sharing Canadian expertise with developing countries in need to help them address issues in agriculture as these relate to their development and poverty reduction needs”.The main objective of these activities is to develop three capacity building modules in areas such as environmental sustainability, food security, rural development poverty reduction, food safety, competitiveness and market expansion.

This project, which is part of the AAFC “International Capacity Building Activities”, is the second year of work under a 5-year initiative, “Capacity Building for Agri-Environmental Policy in Latin America”. Project 1, Initiative Planning and Design, was completed in fiscal year 2003-2004. In most Latin American countries, to the best of our knowledge, policies relative to environmentally sustainable agriculture are limited or non-existent. Therefore, the primary focus of the initiative is capacity building for agri-environmental policy development and analysis in these countries.

The project will establish a management structure and partnerships for the initiative; design a capacity-building tool for agri-environmental policy; and design a pilot project for application of the tool in Latin America. These activities are expected to require at least 14 contiguous days of travel, primarily in Central America, involving 2 members of the Consulting Team and costing approximately $ 5,000 per person, which is to be included in the value of any resulting contract.

Crossborder Emissions Trading Program

Environment Canada has a requirement for consulting and professional services. Environment Canada wishes to increase its understanding and knowledge of electronic data reporting systems as described in 40 Code of Federal Regulations (CFR) Part 75 and how such a system could be integrated into Canadian reporting of environmental and emissions information.

When mandated emission caps are set for an industry sector, cap and trade emissions trading is a tool that can be used to reduce the costs to a group of emitters while still meeting the cap. Environment Canada is currently investigating the feasibility of a Canada-US NOx and SO2 cap and trade emissions trading program.

A key element of a cap and trade emissions trading system is the system for monitoring, tracking and reporting of emissions. For existing US cap and trade programs, 40 CFR part 75 specifies the mandatory monitoring, tracking and reporting requirements.

Environment Canada has done work on the status of Continuous Emissions Monitoring Systems (CEMs) in Canada and has compared the Canadian emissions monitoring guidelines (PG-7) for thermal generating plants to the US monitoring regulatory requirements for trading in the US. Environment Canada is working with stakeholders to revise and update the Canadian emissions monitoring guidelines.

The study will consider but not necessarily be limited to the following aspects;

  • A description of the architectural and system requirements necessary to support a potential SO2 / NOx cross-border cap and trade emissions trading information system for the purposes of reporting data electronically and ensuring compliance.
  • A description of the current EDRS used for the US cap and trade programs as specified in 40 CFR Part 75, including software, hardware requirements and IT infrastructure requirements.
  • An analysis of the Canadian information management needs of a potential SO2 / NOx Canada-U.S. cross-border cap and trade emissions trading program including any technical elements.
  • Identification of changes that would need to be made to Canadian infrastructure from a technical, industrial and regulatory perspective.
  • Identification of elements in the current US system that may not be necessary in a Canadian EDRS system (i.e. elements that may need to be customized to Canadian conditions / situation)

See the full solicitation for more details on project requirements, including travel.

Renewable Energy proposals
American Electric Power has issued a Request for Proposals (RFP) for renewable energy to help fulfill energy-supply requirements for its retail customers in Arkansas, Louisiana, Oklahoma and Texas. The proposals, for up to 250 megawatts of renewable generation within the Southwest Power Pool, are due Dec. 1, 2004. AEP expects to complete agreements with any successful bidders in March 2005.

AEP is seeking bids from renewable-energy providers that could place new generating facilities into service by Dec. 31, 2005.

The extension of the US federal Production Tax Credit program for renewable-energy sources that are operational by the end of 2005 provides a potential opportunity to procure cost-effective renewable energy to help meet the needs of customers of Public Service Company of Oklahoma and Southwestern Electric Power Company. The federal Production Tax Credit (PTC) provides owners of renewable resources a tax credit equal to $18 per megawatt-hour for 10 years beginning on the facilities’ in-service date. In June, AEP announced that Public Service Company of Oklahoma had signed a contract, contingent on passage of the federal PTC, to purchase up to 106.5 megawatts of Oklahoma-generated wind power for 20 years.

Generation technologies eligible to bid into the RFP include wind, solar, hydroelectric, geothermal, biomass and biomass-based waste products, including landfill gas. The RFP and related information can be accessed at http://www.aep.com/go/RenewablesRFP.

Technical Survey & Mine Clearance
The extent of the mine action problem includes minefields and unexploded ordnance remnants of cluster strikes up to 20 km inside Northeast Albania, resulting from the Kosovo conflict. Initial surveys indicated 15,250,000 m2 contaminated all along the 120 km border of NE Albania with the Province of Kosovo. Until now, approximately 10 million m2 have been handed back to the communities. The continued presence of mines and UXO on Albania’s Northeast border not only poses a physical threat to the population, but also exacerbates the land pressure requirements of the poverty-afflicted and predominantly agrarian population in the area. A grave consequence of the mines threat is the added difficulty of patrolling this part of the border and since 1999, 13 police officers were killed or injured by mines and UXO, while patrolling the border.

The main objectives of this project will be:
Objective 1: Conduct technical surveys and clearance of mined and battle areas in NE Albania. The selected organization will be required to put in place adequate resources and assets, including international and national staff, for attaining TSC Project objectives. The TSC Project will be overseen by the management team of the UNDP Mine Action Programme and coordinated by the Albanian Mine Action Executive (AMAE). Actual field operations will be conducted according to priorities determined by AMAE and executed by the teams best suited for the specific terrain.
ective 2chnical and managerial training of national personnel for the future establishment of a National Demining Organisation An adequate number of nationals will be trained in managerial, technical, administrative and logistic support for the project implementation. This Team will form a basis for the future establishment a National Demining Organization, capable of seeking further funding and conducting demining tasks.

UNDP Albania now invites demining organisations to indicate their interest in providing the above mentioned services. Interested organisations must provide information indicating that they are qualified to perform the above services. Full details on the information required are available in the solictation notice.
