The Department of Works, Services and Transportation (WST) is the largest department of the provincial government. The department's annual gross budget is approximately $218 million dollars, including 66.6 million in salaries. The annual staff complement is between 2,400 and 2,500 employees each year.

DWST is responsible for operating and maintaining over 8800 km of roads, 750 bridges, 44 marine terminal, 28 air strips, and 800 buildings. This responsibility brings numerous environmental considerations including Environmental Impact Assessments of major highway projects, environmental planning for transportation and public works projects, environmental monitoring of construction and maintenance activities, Environmental Site Assessments of buildings and properties, emergency spill response and contaminated site remediation.
